The biggest reason I see would be the price. I don't know about all of you but I use EFT's price check all the time, and the different rigs will have greatly different prices. I don't care if he doesn't change the names or make new sets of rigs in the item list as long as the price check knows which ones to... check.

Not like it's hard to open the fitting file you saved with EFT on notepad. Then just find lines like <hardware slot="rig slot 1" type="Gravity Capacitor Upgrade I"/> and replace them with <hardware slot="rig slot 1" type="Small Gravity Capacitor Upgrade I"/> Or whatever size of ship you're fitting with and the file works fine.
Though, it's easier if EFT would do it automatically, but before new EFT this isn't that hard either.

Here the end of my post that you didn't read until the end :
Gripen made EFT. He is certainly competent enough to make a small trigger after a drag&drop that "If ship is cruiser size, add Medium to the name of the rig in the fit".
Less hard for the user as we wouldn't have to choice between 78 * 3 rigs, and this would solve the price problem.
Cruiser/Medium is an exemple of course, and the export name problem would be solved at the same time too.

how'd i get EFT to dispay armor repair rates shield boost rates etc etc. only thing i seem to find is the hp/s with passive shield tanking.

Good point for the database inconsistencies indeed, but I don't think this is a problem as long that the result is correct. Also, as EFT don't use directly the CCP database export, we can see few errors sometimes reported in this topic. Add in the script who make the EFT files to do few changes when it is about rigs is possible.
Whatever you can say, they are not different items, it is just a question of naming convention.
So, it is more a question of user-friendly menu. In the menu, apart implants, no category had more than 18 items. This keep the navigation easy. And I made an error, it is 156 * 3 rigs as I always forget the T2 variants, so add 312 references in the menu when it is just a matter of names, and not about the effect, is not that I can tell user-friendly.
Anyway, it is Gripen's software. He will do that he want. I would still use it. _______ Local is fine, period.

EFT polls market data to arrive at a ship + fitting cost. In order to get accurate information, medium and small rigs will need to be added in.

Yes.
Open the ship you want to jam, and fit however many ECCM modules he should have fitted. On the bottom, find the panel "Projected Effects" and click on it. Move the window aside.
Open the jamming ship (falcon, rook, blackbird, whatever) and have you fit loaded up with jams and stuff. Drag your jams that you want to apply against the target ship into the "Projected Effects" window. Above the targeting box it will say Jammed: XX%.

Unless I am mistaken, the ROF rigs also reduce the time to reload, so that should have an impact on the bottom line.

CCP has made noises recently like they are considering doing a lot more with rigs than just making small/medium/large versions. Possibly a total rebalance with possible differences in size. If this is the case EFT will need to account for the differences as they won't be largely cosmetic as they are now.
Eventually, EFT will need to be updated anyway. No real rush as ~99% of it is perfectly accurate.

Also don't forget stacking penalties. Which is why sometimes a rof + damage rig works better than 2 of either
