sorry but this is epic fail, for a start thats almost a billion isk just on 3 cal navy invul fields, use 2 of each specific hardener tech 2 for just a few mills, cap booster is more fail, swap that for a shield boost amplifier, use 1 cn invul and 1 of each hardener along with a cap recharger 2 in a medslot to help create a permarun setup.
Nitpicking FTW. Your just arguing to use Cap recharge instead of resistance. He has greater tank capability with the resistance and cap setup that he has, although it is an expensive one.
Just leave it as, "Way too expensive man."

hei now where the Quantum is the T2 Torpedos (javelin) got incrased 50% so is it now again usefull to use torpedos in lvl 4 Eft is atm not up to date.. atm i do with eft a range of 39km did someone tested some fittings with Torps right now ?

The co-proc is a big no-no too. You're wasting a slot that could be used for another flux'er. You may think you need it for the cap booster, but you could replace that with a hardener or cap recharger.
Your tank is too light for L4's. Traditionally 4 NPC specific hardeners, or 3 faction invulns are used.
Essentially, you're trying to do too much. High damage, good cap, going fast. That'll not work.... You have to choose... First you should fit the tank you NEED to survive (hardeners/cap/shield booster), then the Gank needed (bcs/painter), then unimportant things like speed.

I've recently started doing lvl 4's in a Raven and i'm trying to get a relativley cheap setup which won't cost that much as i'm short of cash, this is my current setup and any cheap changes would be greatly appreciated High: 6 x Malkuth CML Mids: 1 x Shield Boost Amp I 2 x Named active resists 1 x Named invun field 1 x heavy cap booster (named, 800 charges) 1 x XL CL 5 emergency blah, blah blah shield booster Lows: 2 x BCU I 3 X PDS
I'm kinda worried as on the 2 missions i've done i've had to warp out loads of times in order to just stay alive. (P.S> : my skills aren't that good) Cheers

Not using CCC rigs because they are way too expensive compared to the ones I have. Also, I get better cap stability with these 3.
The NOS is there just to fill a slot. It's cap stable even without it. If you want T2 launchers you have to unfit it anyway.
I can do just about all the L4 missions and I rarely have to warp out (mostly when I am doing something wrong). The DPS is around ~350 (missile) + ~100 (drones), so enough to clean everything fast enough. Obviously, the tank will hold only as long as you can run the cap booster, but I have never run out of booster charges until now.

My raven is as Follows: Low have 3 x Delonghi toasters, 1 x Phillips kettle and 1 x Sunbeam Iron. Mids consist of 2 x Portable Evaporative air conditioners (any brand), 1 x Pioneer Amp and 1 x George Forman grill (the new model not the old) Hi slots are 6 x Smeg 700mm ovens and a large outdoor gas heater. Rigs are expensive - so to keep costs down i sew them on with may Janomi T700 sewing machine station.

I'm trying to get get more dps out of this, suggestions welcome. I just bought it and before that I did L4s in a drake and to be honest I'm disappointed a bit how slow it eats throw the cruisers and bcs on average missions. The tank is fine i think, no need for more of that but dps-wise it's not too good :/.
I have 4 bcus, but the difference between cn and t2 are so small after the 2 first ones so I saved a bit and put a mix there of two of each. I'm not looking for permarun tank, more gank is what it needs imho... but then again I'm not going to put hundreads of millions on it just few 20% more of something, especially not on the tank :).

- Cap stable with cheap implants. Tanks level 4. finishes them quickly. For CNR swap laser for +1 launcher. *shrugs* At some point I stopped even wanting to improve this ship anymore. (Flying regular raven as mx CNR got scanned a little too often and ganking that sucker would actually pay off ^^)
Now I hardly fly it anymore. Instead I'm running through level 4's in cheap cheap tech II fitted maelstrom, abaddon or apoc and the like. Imho guns win now due to the ability to instapop anything small flying towards you.

Okay, I've ran thousands of missions on several chars over the last few years, these are the setups I'd recommend:
Low-skill rookie mission boat:
hi:
6x cruise launcers 2x heavy nos(optional, if fitting skills allow)
med:
Gistii b-type small shield booster (cheap and amazing) any XL shield booster Shield boost amplifier 1x invul field 2x rat hardeners
Low:
3xpdu's 1xdcu 1xbcu
Rigs: 3x ccc
The above setup offers a combination of amazing features for the new missioner: Cheap shields through the small sb (permaruns easily), an xl booster for when you need the extra shields, and a relatively good damage buffer. The amazing defense (tailored to save a newbie's azz) comes at a price of reduced damage, but it should serve anyone who'd like to learn the ropes with the smallest possible risk.
Intermediate level raven/cnr hi:
6-7 faction cruise launchers 1-2 tractor beams
med:
CN XL shield booster CN shield boost amplifier CN invul field 3x rat hardeners
Low:
2-3x PDU 2-3x BCU
Rigs: 3xccc.
The above setup has pretty good damage and should pretty much tank every lvl4 out there with half-decent skills. It makes an excellent mid-point between the uber mission boat and the rookie ship, and a veritable cash-cow.
Endgame worry-free CNR/golem:
hi:
4/7 faction launchers 1/2tractor beams Drone link augmentor (golem)
med:
Pith A-type medium shield booster Deadspace shield boost amp 3x CN invul fields 1x deadspace EM field (golem) bonus slot, may use afterburner, cap injector for blood raiders, target painter or whatever
Lows:
5/4 CN BCU's
Rigs:
Depending on your skills/implants, it would require a different amount of CCC/CCC2's to permarun the setup. For me it's a single CCC2, and I use bay loading accelerators on the other slots, but warhead rigor catalysts would also be nice.
The above setup is in the billions, and god knows that sky's the limit when buying raven mods, but the point of it is to offer a worry-free mission running experience to the veteran missioneer.

Usually 2 bcus 3 fluxes
rigs CCC's Cap stable at 50 % with one booster running. I pump the other one when needed can run about minute or so maybe more with all of it on with my skills. Then you stop one booster and it recharges back to 50 % fairly quick. Works for me and the 2 boosters when going have same hp per sec as an XL or very close. Has ****load of free grid and cpu so you might actually put some Autocannons or arties and take away the nos and drone upgrades.

It's very possible, I do it because I'm extremely lazy and like to work with EVE in the background. It's great cos it can permatank lvl 4's but the only problem is **** poor dmg. But tbh I've completed a couple of missions (after destroying the main force) by leaving it with FoFs and passive tank lol. Here's wot i got

I just fitted out my new raven, I can permarun this, I will be trading out PDS for BCS when I have skills to perma run with less, and upgrading to tech 2 as skills allow. Just wondering if this would be enough def to tank lv 4 missions solo.

Im not sure how much DPS you need to tank in L4 missions but i can tank L4s for a few mins in a drake with 350DPS resists so here is a raven fit i use:
